The Cabinet is to consider tomorrow whether there should be tougher rules governing how electricity retailers operate.
The issue has come to the forefront since Mangere mother of four Folole Muliaga died last Tuesday after electricity to her family's home was disconnected.
Prime Minister Helen Clark said yesterday: "I think the big issue is going to be whether it is going to be possible to tighten up the guidelines issued by the Electricity Commission so that they don't envisage this kind of disaster ever happening again."
