It is understood only the driver was in the car when it crashed. The person was not trapped, and is believed to have escaped serious injury.
Police, fire and ambulance staff attended.
Diversions are still in place.
Meanwhile, Vector has restored power to a majority of households who lost electricity in the substation fire.
The blaze was in a building at the intersection of Mill and Airfield Rds in Takanini.
Fire Service spokesman Daniel Nicholson said the blaze was first reported at 6.36pm.
Seven fire trucks and a water tanker were at the scene, near Ardmore Airport.
Mr Nicholson said the fire was in a 240sq m building.
"The power equipment in the building was partially involved in the fire."
An update on Vector's website said: "Our network control room has advised of partial restoration of power to the area."
Only 27 households were now without power, it said.
Households without power will have to wait until 2.30am before they will have electricity.
In an updated status report, Vector says its contractors on the scene "have advised of the requirement for Vector's pole to be replaced".
