More than 1500 properties in central Wellington remain without power.
The power went out about 2.35pm to 3500 customers in the central Courtenay Place and Mount Victoria area, a spokesman for Wellington Electricity said.
By 3.10pm power to some 2000 customers was restored.
More than 15 sets of city traffic lights were knocked out and police urged people to take care around intersections.
By 4pm most lights had power restored and police said the balance should have power by 4.30.
