Porirua City Council is considering selling its social housing.
The Council owns 24 bedsits and two one-bedroom flats in Titahi Bay, known as Moana Court.
Built in the 1970s, the accommodation is currently used for pensioner housing.
Western Ward councillor Ken Douglas says the flats are old and need upgrading, but the cost is too high for the council and they're concerned residents aren't getting the social service support they need.
He says there may be other agencies better equipped to take over ownership and provide a better service.
