HOUSING
Alliance: Reduce state house rents to 25 per cent of net household income by three years. Phase out accommodation supplement. Build 500 new state homes a year, rising to 1000 by third year in government. No more state house sales.
Labour: Reduce state house rents to 25 per cent of net household income by three years but keep accommodation supplement for private sector tenants. Stop "widespread" sale of state houses and build more.
NZ First: "Work towards" reducing state rents to 25 per cent of net household income, remerge Housing Corporation and Housing NZ, introduce low deposit and low interest rates in special housing zones (eg Northland, East Coast).
National: Continue with market rents, accommodation supplement, selling old state house stock. Building 1000 extra state houses in Auckland in partnership with private sector.
Act: End all state housing, leave housing market to private sector.
Greens: Lower state house rents to 25 per cent of tenant's income. Build more houses in greater range of styles.
Mauri Pacific: Lower state house rents to 25 per cent of tenant's income, low deposit lending schemes, build-your-own home schemes with no deposit. Build more six bedroom houses for extended Maori and Pacific Island families on rent-to-buy basis.
United: Start house ownership fund to provide cheap loans to needy.
Christian Heritage: Continue housing allowances for people in genuine need.
TREATY CLAIMS
Alliance: Continue treaty settlements with no deadline.
Labour: Continue treaty settlements with no deadline.
NZ First: End claims process by 2005, says leader Winston Peters. However Te Tai Tonga MP Tu Wylie has refused to join a coalition with Act's 2010 deadline.
National: Avoid setting deadline. National says all claims will probably be settled by 2010 anyway.
Act: All claims settled by 2010. No new claims after next year. Waitangi Tribunal abolished by 2005. All race-based laws repealed and Maori seats in Parliament abolished by 2006. Policy is "non-negotiable" for any coalition. 12.
Greens: Supports claims process. More funding for Waitangi Tribunal.
Mauri Pacific: Review laws affecting Maori land to ensure Maori have full rights over their land as guaranteed by treaty. Create Treaty of Waitangi Education Office. No deadline on settlements.
United: Budget cap of $200 million a year on treaty settlements.
Christian Heritage: Recognise treaty as founding document. Review brief and make-up of Waitangi Tribunal, increase funding.
