The officer arrested Penetana but a scuffle broke out, which lasted around 15 minutes.
Police said the officer was strangled "for some time" during the struggle, but he managed to break free and call for help while Penetana fled.
"Fortunately the officer was not seriously injured, but he did have some bruising to his neck and a few scrapes and bruises," Rodney area commander Inspector Mark Fergus said.
"He's a hardy type and was back at work the next day, but this should not in any way diminish the level of violence and the seriousness of this assault.
"Violence of this level should not be seen as an 'occupational hazard' for police officers. We have sworn to protect our community but our officers are also mothers, fathers, husbands, wives, sons and daughters and should not expect to be assaulted in this way."
The search for the man alleged to have assaulted the officer continued today, with officers checking addresses in Whangarei and Helensville.
However, Penetana has not yet been located and police have received very little information from the public.
Mr Fergus said there would be many people who were disgusted by the attack, and the public could help by reporting any suspicious activity by a person fitting Penetana's description.
He also warned anyone helping Penetana they could be charged with a criminal offence if they did not get in touch with police.
Police said a 2001 black Mazda Tribute station wagon, registration is GSU553, was stolen from a Parakai address about the time of the incident, and Penetana could possibly have been in it.
