The man who murdered Taita teenager Karla Cardno should not be released from prison, a senior police officer says.
Detective Senior Sergeant Mike Small of Lower Hutt said there was nothing to suggest Paul Joseph Dally did not remain a threat.
He has served 11 years of his life sentence and is due to make his second annual appearance before the Parole Board next month.
Dally, now 39, snatched 13-year-old Karla as she cycled home from a dairy in the Hutt Valley suburb of Taita on May 26, 1989.
Her naked, bound and gagged body was found that July, buried alongside the Pencarrow coast road.
Karla's stepfather, Mark Middleton, last year made high-profile threats to kill Dally if the prisoner was released. He has pleaded not guilty to five charges of threatening to kill and is to stand trial.
Detective Senior Sergeant Small was the officer in charge of suspects in the Cardno homicide inquiry.
He was responsible for interviewing and arresting Dally. He said his submission to the Parole Board was on behalf of police.
"We do not have any information that has been made available to us or that we have as a matter of course that tells us that he does not pose a threat to the public. So, therefore, he should not be released."
Detective Senior Sergeant Small made a detailed submission to the Parole Board last year. He said this year's letter reaffirmed his initial submission.
"It's making sure that the Parole Board are very fully informed in relation to the facts of the Cardno homicide and Paul Dally."
Mr Middleton yesterday refused to make any comment about the parole hearing.
