It is being suggested a lot of patience is going to be needed until the new Building Act beds in.
The Act came into force less than a week ago and there have already been reports that it has added an extra 20 per cent to council inspectors' workloads.
Greg O'Sullivan, founding director of building inspection firm Prendos, says there is no doubt more work is involved, as the Act requires greater diligence.
He agrees it is hard for people looking to build now.
But Mr O'Sullivan says for those affected by the problems of the recent past, the Act is not before time.
