A man who battered a single mother to death with a crowbar will remain in prison.
The Parole Board said Rangitahi Dean Wilson Phillips, 49, could not safely be released and had 19 misconducts in prison, at least six for drugs.
He was found guilty in 1998 of murdering 25-year-old Karen Stanley-Hunt.
