Convicted killer Paul Bailey has again been denied parole but the family of his murder victim are angry the Parole Board is dragging its feet over a decision on when he can apply again.
Bailey is behind bars for the rape and murder of Owaka schoolgirl Kylie Smith in November 1991.
The board yesterday told her parents, Bevan and Dawn Smith, of their decision to again reject Bailey's bid for release but confirmed it would be June before they decided how long Bailey would be prevented from applying for release.
