A man who murdered a woman with an axe then sexually violated her 12-year-old daughter has failed to convince the Parole Board he should be released from jail.
Anthony Phillip Hitchcock, 50, is serving sentences of life imprisonment and preventive detention for crimes he committed in Oamaru in 1996.
The board said it would consider an order to postpone Hitchcock's parole hearings when he appeared next because of the impact on his victims.
