Fairfax newspapers have been sent a "please explain" by the Solicitor-General over the decision to publish secret police evidence from last month's anti-terror operation.
David Collins QC has told the papers' bosses that he considers some of the information to be in contempt of court, which he views very seriously.
He said it could require legal action.
Mr Collins has asked for a response by the end of the month.
Papers which published the information include The Dominion Post, The Press and the Waikato Times.
The Dominion Post said its legal advisers are considering the request.
