The Department of Labour has interviewed two students over an alleged immigration scam that is said to have involved senior immigration officials and hundreds of students.
Campaigner Dermot Nottingham says he spent eight months secretly filming meetings with the operators after he was offered $10,000 to provide a false job offer.
Immigration Minister Clayton Cosgrove said the allegations were "being treated seriously at the highest level".
