Transit New Zealand says it has begun tendering for designers and builders of a toll road north of Orewa, with the aim of starting construction by next December.
Chief executive Robin Dunlop said the 6km of new state highway from Orewa to Puhoi would be the first toll road under the new Land Transport Management Act.
Community consultation about repaying loans for the road by tolling was required under the act and this would start early next year.
Transfund would also be asked to contribute to the $160 million project.
