One passenger died at the scene, Raffan said. A second passenger is in a critical condition and a third has moderate injuries. They have both been taken to Waikato Hospital.
The driver of the vehicle has minor injuries and is speaking with police, Raffan said.
A witness to the aftermath of the fatal police pursuit said his friend saw a person flung from the vehicle as it hit a parked car.
The fleeing car then hit a fence in Scott St and rolled five or six times before coming to a stop on its side.
Nearby resident Taylor Roach and his friend Karl Keoghan said the car left a skid mark about 80 metres long and must have been "hitting some speed".
The pair heard a loud bang as they were watching the news and went outside to investigate.
The roof of the car was cut open to free the victims. One person has died and two have been taken to Waikato Hospital. Emergency services remain at the scene which is cordoned off.
The Serious Crash Unit is at the scene. The road will be closed while they investigate. The Independent Police Conduct Authority has also been notified.
Motorists are asked to avoid the area.
St John Ambulance was called to the scene of the crash at 6.47pm, while the fire service was called at 6.49pm.
Northern Fire communications spokesman Scott Osmond said the car had rolled and two people had been trapped inside. Both were freed by fire crews.
Three ambulances have responded and a manager's vehicle is also on its way. Two fire trucks from Cambridge attended the incident.
Two patients were taken to Waikato Hospital, a St John spokeswoman said.
A neighbour said he did not see the crash happen but when he arrived home there was one fire truck and five police cars at the scene.
