They said two people in the house at the time of the crash were not injured.
A witness said he was at his uncle's house near the scene when he heard a loud crash.
"I heard a big thud and wondered what it was," he said.
"As we were leaving we saw a bunch of fence all over the road and a girl at the neighbours' on the driveway in hysterics.
"We didn't see the car, but my uncle called me asking if I saw anything odd, as there we ambulances and police cars everywhere."
The witness, who didn't want to be named, said it was slightly uphill where the car went off the road.
"They must have been travelling extremely fast. Didn't hear any screeching of brakes, just a loud thud."
Mahendra Prasad, who lives about 200m from the crash site, witnessed emergency services pulling the deceased out of the car and attempting CPR.
About 15 minutes later, he saw police cover the body with a sheet.
Prasad was called by one of his neighbours after the crash and went down to the site to help about five minutes after it occurred.
The bonnet of the car was resting against the house and only had minor damage, he said.
He saw a young woman, maybe in her late teens, sitting on the concrete outside the house, wrapped in a blanket and being treated by paramedics.
The deceased was sitting in the front passenger seat, he said.
The Serious Crash Unit has been advised and all emergency services are at the scene.
