Courts Minister Rick Barker says he doesn't want to be the Christmas Grinch but people who haven't paid their fines are still going to be stopped at airports during the holiday season.
"I urge travellers to get their affairs in order and pay any fines or reparation before heading overseas," he said today.
"If potential travellers are not able to pay the full amount owing, they should call 0800 4 FINES and enter into an arrangement to make payments."
Mr Barker said that since the Pay or Stay rule was introduced in September last year, $4.5 million had either been collected or put on arrangement to pay.
"Nobody wants to be the Christmas grinch but fines must be paid and the victims of crime deserve reparation," he said.
"The time of year is no excuse - fine dodgers must pay the fine or pay the price."
