An investigation into the incident was ongoing and police had already viewed CCTV footage from the area in a bid to identify the man.
"Members of the district Child Protection Team are arranging a specialist interview with the girl but, in the meantime, we would like to hear from anyone who saw an Asian man confronting a young girl on foot on Gillies Ave just south of the Alpers Ave intersection between 8.10 and 8.30am," Mr Graham said.
"Police treat all reports of threats and violence seriously and are particularly concerned when such reports involve children."
Mr Graham said in the last few weeks two separate incidents involving young students being approached by a man in a white van have been reported to police.
Those incidents occurred at St Johns on June 12 and Glen Innes on June 15.
"Our inquiries to date have not been able to establish any obvious link between the reported incidents," he said.
"The June 15 incident was communicated through the school network and resulted in the June 12 incident being reported."
He encouraged parents, caregivers and school staff to discuss basic safety with children.
"Particularly the need for them to be aware of their surroundings, the advantages of walking with family or friends or joining a school walking bus system to ensure safe journeys.
"Suspicious behaviour should be reported to police via the 111 emergency number and witnesses should try and record or remember vehicle descriptions, including licence plate numbers, colour, make and model and any particular features."
