A Ministry of Foreign Affairs and Trade spokesman confirmed a New Zealander had died in Bali and officials were helping the family.
"The Ministry is aware of the death of a New Zealander in Bali.
"The New Zealand Embassy in Jakarta is providing consular assistance to the family."
Family friend Emily Hargreaves said Elliot was like a brother to her and she wanted to support his family through this terrible time.
"As Elliot is in Bali we need to bring him home. He will be immensely missed by so many people but most of all Penny, Paddy and Emily," she posted.
"I know that the family will appreciate anything that is given and thank you so much for your love and thoughts," she wrote.
Shocked friends this week paid tribute to Mr Millen on Facebook.
"RIP Elliot Millen I cannot believe this horrible news," posted Mary Denny.
"My heart breaks with how much life you had left to live! Here's to all the happy amazing filled times and memories! You're going to be very missed down here, Rest easy beautiful soul xx Elliot Millen," wrote Gleeson.
Close friend Mitch Thompson said he was reeling at the news, describing Mr Millen as fearless.
"Life is cruel, unexplainable and unpredictable today I lost one of my best friends Elliot Millen another life cut way to short. With a fearless ability to push any situation to its limit whether it's getting stuck in the mud or thrown off the back of your bike fully tapped out doing wheelie. The journey of life will not be the same with out you. Peace out."
Charles Denny remembered the great times he had enjoyed with his friend.
"RIP Elliot Millen Mental news to find out this morning ... Had some wicked times with ya man plenty of awesome memories with ya! Peace out dude!"
Across the Tasman, Steven Johnson of the OZ 4WD NETWORK paid tribute to the offroad motoring enthusiast.
"Sad news to share but it looks like we have lost a member of this group. Not sure on the circumstances but RIP Elliot Millen," he posted.
