Formerly she was manager of the Genesis Recreation Centre in Dixon St, before taking a management position with Wellington City Council.
She will take up her new job with Masterton District Council on April 7.
Ms Jackson's job comes as one of four created as the result of a senior management team restructuring at the council.
Policy advisor Tania Madden has been promoted to manager strategic planning.
Her role includes management of the environmental health, planning and animal control departments, as well as the council's strategic planning processes, effective from March 2.
Jenny Spencer, a senior human resources advisor at the Inland Revenue Department, has been named the council's human resources advisor and will start work in late March.
Sam Rossiter-Stead becomes the council's communications and marketing advisor.
Mr Rossiter-Stead has been fulfilling a similar role on a contract basis for three years.
His appointment takes effect on March 2.
The council's chief executive Pim Borren said there had been an "extensive and robust process in close consultation with staff", and the new structure will allow the council to serve the community better and more efficiently.
He said there had been many applicants for the newly-created positions and he was very happy with the appointments.
"Unfortunately, as part of the process, the role of manager parks and facilities, held by Grant Hathaway, has been disestablished and we wish him well in his future endeavours."
