An NCEA history exam question that infuriated the National Party was due to poor process rather than political bias, a parliamentary inquiry has found.
The education and science select committee investigated allegations of political bias at the NZ Qualifications Authority over a question accompanied by an illustration of a balding National MP who, some claimed, resembled Don Brash.
