A man serving life in prison for the rape and murder of a 15-year-old schoolgirl in Otago in 1991 has been denied parole after refusing to participate in the hearing process.
Paul David Bailey raped and killed Kylie Smith after threatening her with a shotgun. The Parole Board said Bailey could not be safely released into the community.
