KEY POINTS:
The law reform that forced Auckland University to put restrictions on all its courses was passed into law last night, despite Opposition MPs using the university's decision to attack the new system.
Under the reforms, each tertiary institution will have a three-year "plan" covering what it teaches and allowing for a set amount of funding - a major change from the current system, where institutions are funded according to the number of students.
Auckland University has stressed the measure is precautionary to ensure against sudden growth, but its decision has been criticised as potentially creating an elitist institution by blocking out those from poor backgrounds.
The Tertiary Education Commission is to release the three-year plans for tertiary institutions on Friday.
