Telecom says most of the failed 111 calls during an XT Network outage in mid-February, would not have been life threatening situations.
Figures show that only 83 out of 640 emergency calls were patched through during the seven hour glitch.
Spokesman Mark Watts says many of those calls would have been from Telecom engineers testing the service and people redialling.
Mr Watts adds that many of the calls made to the 111 service amount to nothing and last year almost half of all 111 calls were either dialled by accident, a hoax or not an emergency situation.
