The Wanganui District Council is being threatened with High Court action over its treatment of Stewart Murray Wilson.
The Howard League for Penal Reform has written to the council, saying it's likely to issue a High Court challenge over the steps it's taken to impose trespass notices on the so-called 'Beast of Blenheim'.
League spokesman Steven Rollo says the council's going against best practice for managing offenders like Mr Wilson.
He says the Parole Board and Department of Corrections looked at all the options.
"And the council's decision to shun him and try and run him out of Wanganui, cuts across everything that has been put in place.
