Additional FM frequencies for at least five new radio stations could be made available in most areas, the Government said today.
It has issued a discussion paper which explains proposals allowing more radio licences to be created.
"This has great potential to benefit community radio stations who are struggling to find available spectrum," said Communications Minister David Cunliffe.
"We are aware of a diverse range of groups with needs for spectrum. These include ethnic communities, common interest groups and those in rural areas trying to reach their local communities."
