More people are likely to be arrested if kidnapped Hamilton six-year-old Jayden Headley is not returned home, police say.
Jayden was snatched from outside a library in Hamilton three months ago.
He was believed to be being held by his grandfather Dick Headley, who has sent a video of the boy to Television New Zealand.
Jayden's mother Kay Skelton has spent 23 nights in prison for contempt after defying a court order to reveal the whereabouts of Jayden and her father.
Skelton and Dick Headley have both been accused of kidnapping Jayden, whose father Chris Jones has sole custody.
Detective Senior Sergeant Andy Bubear, heading up the police investigation, today confirmed other arrests were probable.
"It's likely other people are going to be arrested. When that is I can't comment," he said.
Mr Bubear told National Radio another person "in the next couple of weeks" could be facing the same fate as Skelton.
He said it was "certainly disturbing" that Mr Headley had gone to the lengths of sending the "hostage tape" but it was unclear how Jayden felt about the matter.
"I think the whole thing has been staged but I'm not going to say whether or not he was co-operating," he said.
"He's been with his grandfather for three months now and it's a long time, and he is a six-year-old boy."
He confirmed a lack of help from the public had hindered the investigation.
"There are individuals who know where they are and they're not assisting. New Zealand is a big place and they're (Headley and Jayden) getting assistance," Mr Bubear said.
"We'd certainly asking anyone that is assisting to come forward and let us know. It's getting near Christmas. It's gone on long enough. Jayden's a victim in this."
The potential harm to Jayden from the separation from his father could not be assessed until he was returned.
Mr Jones won a court injunction to stop TVNZ from screening the video of his son, but still shots were allowed to show on television and in print media.
Mr Jones has said he was sickened by the "hostage tape" of the kidnapped boy, which included demands Skelton be freed from jail.
Part of Mr Headley's demands were read on TVNZ's Close Up.
One read: "I will return Jayden when I have a written assurance from Helen Clark that Kay Skelton has been released from prison and Jayden will be returned to her care pending a full investigation."
Jayden was allegedly snatched by a friend of Skelton.
