The Prime Minister thinks political momentum is now building for the Copenhagen summit, for which 105 world leaders, including Mr Key, have now signed up for the final day.
Mr Key told a post-Cabinet news conference this afternoon that he expects a "high level agreement" to be reached at the conference but not a binding agreement.
He said he expected a binding agreement would require more work in 2010.
The US president has announced he will now go for the world leaders' meeting on December 18. That is the stage Mr Key will attend, and is when most of the final top-level negotiations on greenhouse gas reductions are expected to be hammered out.
