The Medical Association wants to see the debate about fluoridation raised to a national level.
A new website has been launched by the Ministry of Health to help the communities facing referenda on fluoridation.
Medical Association chairman Dr Mark Peterson says it's not ideal for it to be discussed at a regional level and not nationwide.
He says doctors want to see some leadership from the Ministry.
"Water fluoridation is of benefit to all the population and rather than just thinking about these three areas, we're going to the vote at the regional council elections.''
