Carterton Mayor Ron Mark says the local government reforms announced this week will "rip the heart out of a community". But his view is not shared by other Wairarapa mayors.
Local Government Minister Nick Smith, who has since resigned the portfolio, announced a "Better Local Government" reform plan on Monday, which aimed to save money and reduce rates increases by refocusing the role of council.
This includes sharing more services between councils and setting benchmarks in terms of finances.
Mr Mark said the legislation, which is expected to be in place in October, was being rushed through Parliament.
"I just think it's a terrible use of ratepayer and taxpayer money."
