The Maori Television Service has filled two vacant seats on the board but has yet to begin its search for a new chief executive.
Maori language advocate Tawini Rangihau and Auckland University academic Leonie Pihama will replace Whaimutu Dewes and Martin Cleave, who both resigned.
They have been appointed by Te Putahi Paaho, the Electoral College of Maori organisations and language groups which is the Crown's partner in the channel.
It is understood the establishment board, chaired by Derek Fox, is close to starting the recruitment drive for a new chief executive and other senior management.
The channel was due to go to air in June but is now unlikely to be broadcasting before May.
Government ministers meet today to discuss the transmission options - VHF or UHF.
