He was rushed to the emergency department by ambulance in a critical condition, but later died.
A cordon remained in place overnight around the address as a full investigation into the shooting commences.
A woman who lives nearby said the whole incident took just under an hour.
Residents weren't allowed outside while it happened and the man who was shot was on someone's property.
She said everyone else is OK and a lot of cop cars attended.
"We weren't allowed outside."
A man who lives nearby said he got a call from police telling him to stay inside. He thought the incident was happening at a property two doors down. He said there were a lot of police there.
"I heard what might have been backfire or gunfire almost two hours ago.
"This has not happened before [on this street] and I've lived here for over 20 years."
Police confirmed the Independent Police Conduct Authority will be investigating.
