A neighbour watching the drama unfold from her window streamed the commotion live on Facebook. She said she could see eight police cars and two armed offender squad trucks.
She believed a man had a firearm and was holed up in a nearby property.
Earlier, an eyewitness told the Herald he had seen the bomb squad arrive at the scene.
"The police had guns. There were about 30 or 40 special ops police.
"I was at home upstairs. Then I heard a bang at the door and there was a female police officer who told me I had to leave.
"All she told me was that an incident had happened and that I had to leave the premises. First she said 200 metres and then they moved us back another 100."
The man said he counted six fire trucks, four ambulance and 18 police cars.
"I think there are about 40 special police and another 40 or 50 normal police."
The incident in Mangere has been resolved after police repsonded to a person inside a residential property on Henwood St who made threats, via his healthcare providers.

Homes were evacuated and the street cordoned off as armed police and emergency services attended the incident. Residents within 200m were evacuated as a precautionary measure. St John ambulance and fire services attended the scene and a communications manager for St John confirmed they "no patients" were taken from the scene.
