Prime Minister Helen Clark will join 52 other leaders for the Commonwealth Heads of Government Meeting (Chogm) beginning in Malta tomorrow.
Trade and terrorism will be among the topics discussed at the meeting, as well as communication and technology.
Foreign Ministers, including Winston Peters, have already been meeting in the Maltese capital Valletta.
The Queen has arrived in Malta for the formal opening of the meeting.
She will use the Commonwealth Mace, made from 18 carat gold with an oval Cabochon Ruby at its head, as part of the ceremony.
