Two New Zealanders are among 13 people arrested after cannabis plants with an alleged street value of A$9 million ($11 million) were seized by Melbourne police.
Seven people appeared in the Melbourne Magistrates Court on Friday.
The court was told Phong Van Nguyen, 53, and Cuong Hoang, 38, were New Zealanders.
