A woman who killed her neighbour by stabbing her 150 times will be kept in jail after the Parole Board ruled for the second time she is likely to reoffend.
Janine Waiwere Rongonui killed Cambodian refugee Pheap Im in her Wellington flat seven years ago after she refused to babysit her children.
The board found that despite making "significant progress", Rongonui still poses a risk and is not ready to be freed.
