Prime Minister John Key has ruled out giving former Auckland Mayor John Banks the local government portfolio, saying it would be just "a bit too cute".
National won 60 seats in Parliament and is looking to form a Government with Act, United Future and the Maori Party.
The three parties worked with National in Government during the last term, and each received ministerial roles outside Parliament.
Mr Key today said it was too early to say what ministerial roles might be given out, but laughed at the suggestion of giving sole Act MP Mr Banks local government.
"We won't be giving local government to John Banks because I think that would be just a bit too cute."
