John Key has arrived in Samoa to see for himself the destruction caused by this week's earthquake and tsunami.
Three New Zealanders are among the more than 120 people killed in the disaster.
One other is missing, presumed dead, and grave concerns are held for two more.
Mr Key's plane touched down in Apia just before midday today.
During his tour he will be meeting aid workers and locals, and will also have a meeting with Samoa's Prime Minister.
Meanwhile a Red Cross assessment of peoples' immediate needs is being pulled together today.
Spokeswoman Rosemarie North says a lot of people are displaced, camping out in orchards and fields.
She says others are staying with friends or family, until they feel safe going back to their homes.
And the Navy is loading its amphibious sea-lift vessel HMNZS Canterbury with supplies.
She is expected to set off on the four-day journey to Apia early next week.
Over the next few days personnel, cargo, vehicles and equipment including a Seasprite helicopter will go on board.
Any spare space on the vessel will be used to ship supplies for NZAID and other government departments.
Earlier today a group of New Zealanders injured in the tsunami arrived back in New Zealand.
Fourteen injured people, with six family members, were transported by the Air Force and landed at the Whenuapai Air Base around 1.30am.
They have been taken to several hospitals around the country.
Three Britons and two Germans, all injured, were also understood to be on the flight.
About 20 New Zealanders are known to have been injured, and Acting Prime Minister Bill English said yesterday 10 were serious cases.
