Iwi at a national hui today to debate the foreshore and seabed issue will send the Government a strong message that might does not equal right.
And, an organiser says, they will seek a clear statement that the Government is willing to begin talks.
Hundreds are expected to attend the hui at Paeroa, organised by the Hauraki Maori Trust Board.
Board spokesman John McEnteer said iwi views on the highly charged issue were crystallising.
"It's becoming quite clear iwi want to follow the due process of law. The Government is acting as if might is right. That attitude must change."
The hui was called after the Government said it would legislate to stop iwi claiming exclusive ownership of the foreshore and seabed through the Maori Land Court.
That followed an Appeal Court ruling that the Crown had not extinguished Maori customary title to the foreshore and seabed and iwi were entitled to explore their claims in the land court.
Te Tau Ihu, the eight iwi which took the appeal, said yesterday that they were determined to take their case through the land court.
Organisers hope the hui will draw up a "declaration of principles", then work on a process of engagement with the Government.
