The Chief Coroner is expected shortly to announce an inquest into the Kahui twins' deaths.
Judge Neil MacLean has met lawyers for the twins' father Chris Kahui - acquitted of their murders in May - the Crown, CYF and officials from the Counties Manukau DHB.
Inquiries to all parties were referred to the national Coroner's Office in Wellington, where a spokeswoman said a decision would be made shortly.
Police say the case is closed unless new information comes to light, information Judge MacLean has previously said an inquest could unearth.
An inquest does not consider criminality or culpability but tries to establish how a death happened and what can be learned to prevent similar situations.
A coroner has wide powers to order witnesses to appear, which means Kahui - who did not take the witness stand during the murder trial - could be summonsed to give evidence.
Kahui's lawyer Lorraine Smith said it would be inappropriate to comment given her team's formal complaint to the Independent Police Complaints Authority over delays in disclosing evidence during the police investigation.
