Before the redevelopment of Spaghetti Junction the speed limit in this area was 100km/h. When the job started the limit was decreased to 80km/h. Now the job is finished but the 100km/h limit has not been reinstated. Can this be rectified please?

No. The speed limit was reduced because of high traffic numbers and the closeness of onramps and offramps throughout the junction. The lower limit also helps to cut accidents.
There used to be a nice bus shelter serving a very busy bus stop on Remuera Rd, just past the Upland Rd shops as you head into town. It has been summarily removed while the adjoining site is being redeveloped.
Calls to council officers have proved fruitless as each claims it is not his responsibility. Is it ever going back? If so, when? I have enough guilt as it is as I drive past in my company car and fear what winter will bring the poor users.

The bus shelter will be back up in December, once the work at 533 Remuera Rd is sufficiently advanced.
On our way back from Palmerston North, we noticed some road signs that puzzled us. They are oblong, about 610mm by 400mm, with numbers along the top, such as 96/100. There is a blue iridescent strip across the middle, and letters like ESP beneath this. Is it a type of measuring system?

These are established route position (ERP) signs.
They mark the distance from the state highway starting point, and are used by Transit NZ for accurate and consistent referencing to the state highway network.
The numbers you saw on the sign, 96/1.00, indicate that the sign is 1km from Reference Station 96, which marks 96km from the start of the state highway.
