Public Service Association members at Housing New Zealand say they have started industrial action and are working to rule.
Their action follows 10 months of wage talks between the PSA and Housing Corporation.
"We're extremely disappointed that despite this long period of negotiation the corporation has failed to address workers' concerns over pay and conditions," PSA national secretary Richard Wagstaff said today.
The workers were seeking a 2 per cent pay increase.
