Horowhenua-Kapiti area newspaper the Daily Chronicle, which has been published for more than 100 years, is likely to switch to two days a week rather than the current five and will be free .
The APN-owned paper said a loss of advertising revenue had contributed to a decision to downsize. Jobs would be lost but the number was not yet known.
"We have been publishing in the Horowhenua-Kapiti region for 115 years, and we will continue to do so, but the current economics mean we have to change strategies to meet the market," said APN chief executive Martin Simons.
Mr Simons said the paper would still carry some national and international news but would put more emphasis on local news.
He said advertisers were more prepared to support the free publication, which would be more widely distributed.
Decisions about the paper's future are likely to be confirmed on August 4.
