The Government remains confident progress will be made on the issue of global warming despite the collapse of the World Conference on Climate Change at The Hague.
The summit ended early this morning with no agreement on implementing the 1997 Kyoto Protocol, which called for a cut in the levels of greenhouse gas emissions.
The Convenor of New Zealand's ministerial group on climate change, Pete Hodgson, says the failure of the talks is disappointing.
He says the will of the people at the conference is such that agreement is likely to be reached next year.
Pete Hodgson says New Zealand was caught in the middle during the row between the E.U and a group of countries led by the US, which included Australia.
