Paul said he was shocked two family members were so badly hurt during his birthday party.
His brother Jacob said he was on the street when the car came around the corner. "I thought I was going to get hit. I got out of there pretty fast," he said.
An eyewitness, who declined to be named, said a woman was driving the car that hit the pair then reversed over them.
"They were under the car. It was pretty sad. She drove over them and drove off. It was a hit-and-run. The dad got up and he looked all good from where I was standing but then he fell down again and people said he was bad. There were heaps of people and about five called the ambulance," he said.
He said the pair had been on the street looking for Nepe's 14-year-old sister.
When Jackson found her, he was confronted by some men he knew sitting in a parked car outside the party.
"Jackson was trying to get his little sister to go back into the house because she was intoxicated. These guys were parked outside in a car and asked him what he was doing and to leave her alone. He said, 'don't you tell me what to do, she's my sister'," he said.
The men in the car left and the teenager walked to the top of the cul-de-sac where his father was still looking for the young girl.
"His dad thought she had gone up to the top of the road so when he went to get his dad the car came back around the corner. It stopped then went straight for them," he said.
"The guys were in the car and the woman was probably doing what her boyfriend told her to," he said.
A neighbour said he heard yelling and went outside to see what was going on about 4.30am.
"The car reversed over them and hit them again. It was deliberate," he said.
Yesterday, a shattered car window and a pair of women's shoes marked the spot where the pair were hit.
A number of people were still drinking at the address yesterday afternoon but they refused to talk about the incident.
Middlemore Hospital spokeswoman Lauren Young said Chapman was in the intensive care unit in a critical but stable condition. Jackson was stable and undergoing surgery last night.
The Serious Crash Unit could not be contacted yesterday.
