KEY POINTS:
A long list of Dunedin's tourism "weaknesses", including dirty heritage buildings, hotel rooms needing upgrading and a lack of road signs, has been identified in a report.
Wellington-based Tourism Resource Consultants was hired by Dunedin City Council to develop a "visitor strategy" for the southern city to strengthen and expand its tourism industry.
Dunedin's strengths are listed as its wildlife, buildings, university, countryside, Scottish heritage and roading network.
But the draft report prepared by consultant Ross Corbett also contains a long list of perceived weaknesses.
Mr Corbett said he gathered information from Dunedin people and the report reflected their views of the city.
Dunedin's heritage buildings were a "huge asset" but some people said they were "a bit tired" and in need of cleaning and maintenance.
He noted a "strained" relationship between tourism sector members and said it "must be improved to leverage joint venture funding from the industry, co-operate on marketing campaigns and product development, manage Dunedin's infrastructure, resident and visitor amenities, and engage the community in key decisions".
