Greytown does not currently have an area set aside for off-leash dog exercising, despite calls from the community.
There is an existing walkway off Udy-Kuratawhiti St that is used by dog owners but dogs are still required to be on a leash.
Mrs Napier said a lot of people also exercised their dogs off-leash on regional council land by the river.
She said the new dog park would be ideal for people with small dogs, as it was not a huge area.
There would be around a hectare of land for the park.
Mrs Napier said the Featherston and Martinborough dog parks were well used and hopefully Greytown's park would be too.
The council had proposed two other possible sites in Greytown, including Westhaven flats and Collier Reserve.
A candidate for the Greytown Community Board, Frank Minehan, has questioned why it has taken so long.
"Greytown's one is missing in action."
Collier Reserve on West St was a potentially excellent and immediately available site, said Mr Minehan.
"It's far better located, more accessible to out-of-towners, especially when little Fifi from Karori needs exercise before her manicure on Main St."
Greytown Lions have agreed to contribute labour for the fencing work on the council-owned land.
Some members are also keen to supply equipment for obedience and agility training.
It is proposed by the council that the works will be project managed by City Care, which will also take charge of the materials purchasing.
Mr Minehan said the prospective Greytown Men's Shed crew could also help build the park.
