KEY POINTS:
Manukau City Council's bill to control graffiti in its own area cleared its second reading in Parliament last night despite a select committee saying it should not be passed.
The local bill was introduced last December and passed its first reading on a 106-11 vote, but the local government select committee recommended against it going any further.
It said laws should not be introduced which made one place different to others.
George Hawkins, the MP for Manurewa who sponsored the council's bill, said the Labour caucus had realised the council was leading the way while the Government developed legislation for the whole country.
