The Government is considering legislation to stop pitch invasions by the likes of Lisa Lewis.
Lewis ran on to the field at Waikato Stadium in Hamilton during the All Blacks-Ireland test in a bikini she later put on the Trade Me auction site.
Rugby World Cup Minister Trevor Mallard said the law in New Zealand was lighter. Australians copped fines of $5000 for wandering onto a pitch.
Lewis, a 25-year-old Tauranga solo mother, was fined $200 and ordered to pay $130 in court costs when she pleaded guilty to disorderly behaviour in June.
A decision on legislation, which would cover the Rugby World Cup and other events, is expected by the end of the year, the minister said.
