A 17-year-old boy remains in a serious condition following a gang-related shooting in Wairoa on Monday night.
Police said the victim, a Black Power member, was shot in the chest outside the Wairoa Mongrel Mob headquarters.
Detective Senior Sergeant Craig Scott, of Gisborne CIB, told NZPA no arrests had been made.
He said the youth was in Hawke's Bay Hospital's intensive care unit where his condition was serious but was not life-threatening.
He said that it was believed that the youth had been in a car near the Mongrel Mob HQ.
"Its a gang-related incident - these things flare up from time to time."
He said police were not getting a lot of cooperation from Mongrel Mob members.
